注册talkatone的问题，手机设备被标识了？

问题描述：

不管是家宽的ip，还是静态动态的socks5，都注册不了，换号也试过了，就差换手机了，联系了他们客服，后来就发了封如下邮件，这是手机被锁定了？要换手机才行？
